Board of Commissioners

Michael Smith, President

Michael Smith has been a member of the Board of Commissioners since 2003. While trained and licensed as an attorney, he has spent the past 18 years serving his community in the land use planning field and is currently the City of Ellensburg's Community Development Director. In his spare moments he and his wife love to travel internationally and also to visit children and grandchildren on both sides of the state.


Jack Baker, Vice-President

Jack Baker had been a member of the Board of Commissioners since 1998. He is the assistant to the Vice President for Student Affairs and Enrollment Management at Central Washington University. Jack has lived in Central Washington all of his life. Born in Wenatchee, Jack moved to Ellensburg in 1971 to attend Central Washington University, following his service in the U.S. Army. Jack loves Kittitas Valley and has been enjoying the opportunity to serve the community.

Joan Baird Glover, Secretary

Joan Baird Glover has served since 1996 on KVCH's Board of Commissioners. She is currently also a member of the Board of Trustees of the Washington State Hospital Association and has been active on several WSHA committees. Joan and her husband own an apple and pear orchard overlooking the Kittitas Valley. Prior to moving to Ellensburg in 1988, her professional experience included public affairs and public information administration at two hospitals in Houston.


Liahna Armstrong

Liahna Armstrong has been a member of the Board of Commissioners since 1998. She is a professor of English and Film Studies and Chair of the Department of Art at Central Washington University. She is active in a number of community organizations, and especially enjoys outdoor recreation with her husband, son and two dogs.




Pam Wilson

Pam Wilson was appointed to the Board of Commissioners in 2011. She is Assistant Vice President and Loan Officer at Cashmere Valley Bank in Ellensburg.  She began her banking career in Ellensburg in 1991. Pam is a graduate of Central Washington University with a degree in Wellness Management. Pam has also been active locally in the After School Safe Place, United Way, the American Cancer Society and the board of Alcohol Drug Dependency Services.
